Three Rivers Volunteer Fire Department Moves to Form a
Rural Fire Protection District

The Three Rivers Volunteer Fire Department and the Three Rivers Landowners Association are working to form a new rural fire protection district in Jefferson County. The proposed area to be included in the new district includes the area in and around Three Rivers, Forest Park, Air Park, and Rim Park subdivisions, all located in an area northwest of Culver bordering the Metolius and Deschutes arms of Lake Billy Chinook.
The Three Rivers Volunteer Fire Department has been providing fire protection and emergency medical services to the Three Rivers community for the past 25 years. The fire department also voluntarily responds to fires and other emergency calls outside of the Three Rivers boundaries. Without them no emergency services would be possible. As our area grows so do the demands placed on them.
The reality is we are responsible for our own protection. Jefferson County is not, Jefferson County Fire District No. 1 is not, nor is the Oregon Department of Forestry or the federal agencies with land in our region. Thanks to the involvement of members of the Three Rivers fire department in the development of the Jefferson County Wildfire Protection Plan we can still call upon outside support for catastrophic fires, such as the Eyerly Fire several years ago. However, we must provide for our own day to day service, and the demands are getting greater.
This reality, combined with the growth our communities has experienced, has forced the need to re-evaluate the structure under which this critical service is provided. The Three Rivers Landowners Association can not adequately continue fund this increasing demand and remain in the emergency service business.
The goals in forming a RFPD (Rural Fire Protection District):
Acquire Adequate and Stable Funding for fire protection and emergency services.
Ability to attract and enter into Mutual Aid Agreements with neighboring agencies.
Ability to receive State and Federal Grants for equipment, training, communications, and mitigation.
Eliminate the Tort Liability to the Land Owners Association who is currently acting and assuming the role and responsibility of an Emergency Services Provider. A “tort” is an injury to another person or to property, which is compensated under the law.
Increase the level of fire protection and emergency services to our community.
To insure the Financial Stability of the LOA in the event of a catastrophic incident, such as the need for air support during a wildfire, which can cost up to $15,000 per hour.
Protect our Boundaries and neighboring communities from wildfire, which could directly affect our community. |
